History Of The ECCE Sector In Ireland Essay

Introduction. In this assignment I will outline and discuss the Historical Development of  the ECEC sector in Ireland. ECEC is the Early Childhood Education and Care division in Ireland. I will give a clear explanation of the rights of a child in the context of the ECEC setting. I will also give a detailed accountant of the ECEC sector and its range of occupation. I will give a detailed description of the qualifications and experience needed for work associated with one occupation in the ECEC. Finally, I will give an extensive examination of the employment and career opportunities in the childcare area. History of ECEC provision in Ireland. Pre-school education did not really exist in Ireland until the 1980s and 1990s. This was largely due to the fact that until quite recently the majority of Irish women did not work outside the home. Even if they did, childcare was usually provided by family members or child-minder’s located in the community and known to the family. The marriage bar meant that women working in the public service had to leave their jobs as soon as they got married and become stay-at-home mothers and wives. This ban was lifted in 1957 for primary school teachers, but it was 1973 before the ban was lifted for other women in the public service. The ECEC needs of babies, young children and their families were met instead by a broad range of community, voluntary and private enterprise. ECEC service provision was unregulated until 1997. When the child care regulations 2006 came into effect, no stipulation as made regarding the qualifications necessary to deliver such services beyond the person having their own children, a reference to show appropriate experience in caring for children and/or an appropriate qualification. One important initiative came from the public sector in 1969, with the opening of a state-run pre-school in Rutland street Dublin. The Department of Education worked with the Van Leer Foundation- an organisation that promotes the early education of children living in economically disadvantaged areas. Together, they set up the pre-school in Rutland Street as a template for other such pre-schools around the country. These pre-schools were known as Early Start pre-schools. A total of 40 pre-schools opened nationally- all of which are still open today. In 1992, Ireland ratified the United Nations Convention on the rights of the child. This helped to bring to public consciousness the rights of children. And in 2000,  the Department of Health and Children published the National Children’s strategy. This strategy set out a ten-year plan for the improvement of children’s lives in Ireland. One of the goals of the National Children’s Strategy is that children will receive quality supports and services to promote all aspects of their development. The strategy aims to fulfil this by providing quality childcare services and family-friendly employment measures. There have been many other significant initiatives and decisions in Ireland in recent years in an attempt to respond to the demand for equality in ECEC. In 1989 the National Forum on Early Childhood Education was established. This brought together organisations and individuals with an interest in early childhood education. In 1999 the National Voluntary Childcare Collaborative was established. Today the organisation comprises seven national non-government agencies decimated to the promotion of ECEC in Ireland. Also in 1999 the White Paper on Early Childhood Education, Ready to Learn as established. The purpose of this was to set out government policy on all issues relating to early childhood education. Quality of provision was the key theme of the White Paper. In 2002 the Centre for Early Childhood Development and Education was established. CECDE aimed to achieve the goals set out in the ready to learn (1999). The organisation was disbanded in 2008, when it was seen by the government to have achieved everything it was set up to do. The Child Care (Pre-School) regulations were established in 2006. The regulations clearly list all the requirements that must be met by organisations or individuals providing ECEC services to children aged 0-6. Sà ­olta was established in 2006. The Sà ­olta framework was developed by CECDE in a process that took over three years and involved more than 50 different organisations representing childcare workers, teachers, parents, policymakers and researchers. Sà ­olta aims to define, asses and support the improvement of quality across all aspects of practice in ECEC settings that cater for children ages 0-6. Aistear was established in 2009. In 1999, the NCCA published the Primary School Curriculum, which did direct and regulate the curriculum followed in infant classes. In 2009, the NCCA published Aistear. The ultimate aim of Aistear is the development of the whole child. Free Pre-School Year Programme. In 2010, the Department of Children and Youth Affairs introduced the Free  Pre-School Year in Early Childhood Care and Education Programme. Before this, it was only children in disadvantaged areas who could avail of free or subsidised pre-school education. The Free Pre-School Year Programme recognises that all children benefit from equality pre-school education. The programme recognises that because pre-school education in Ireland usually comes from private providers, it is expensive and therefore not available to all children, e.g. children of parent’s not working outside the home. Under the programme, pre-school provider are paid per child enrolled. The providers must meet certain criteria before entering the scheme, e.g. staff qualifications. This has had the effect of incentivising providers to meet criteria, which in turn has increased the quality of provision. UN Convention on the Rights of the Child (1989). The United Nations Convention on the Rights of the Child (UNCRC) is an internationally binding agreement on the rights of children, adopted by the UN General Assembly in 1989. A child is defined in the UNCRC as a person under the age of 18. Ireland signed the convention on 30th September 1990 and ratified it on 28th September 1992. By ratifying the convention, the irish state committed itself to the promotion, protection and fulfilment of children’s rights as outlined by the convention. The convention incorporates children’s rights under three categories: Civil and political. Social, economic and cultural. Protection. In the ECCE settings children have the right to experience environments which meet their own specific needs. High quality early childhood programmes do not separate care from education or education from care. They provide warm, caring and stimulating environments for children. Children are deeply involved in their own learning, supported by a knowledgeable, observant staff in an environment structured to drive exploration and discovery. Equality refers to the importance of recognising different individual needs and of ensuring equity in terms of access, participation and benefits for all children and their families. Diversity refers to the diverse nature of Irish society for example in terms of social class, gender, returned Irish emigrants, family status, minority groups and the majority group. According  to the National Childcare Strategy 2006-2010 diversity and equality Guidelines for Childcare Providers the term minority group includes but is not limited to; People with a disability The traveller community Economic migrants Black Irish Irish-language speakers Refugees Asylum seekers Children with gay or lesbian parents Families of minority religious faith Under the Equal Status Acts 2000-2004, discrimination is prohibited on nine grounds; Gender Material status Family status Sexual orientation Religious belief Age Disability Race Membership of the Traveller community As a result of the multifaceted population in Ireland, practitioners work with children from minority groups and it is their task to ensure that they are integrated well into education and all children are treated equally. Equality and Diversity is just as important in childhood as the concept is in adulthood and included in many childcare documents to ensure best practice. The National Childcare Strategy gives guidelines on promoting equality and diversity in ECEC setting, as follows. Provides CDs of children’s songs in a number of different languages. The language will focus on English and Irish but educators can also include different languages from different cultures. Children can listen to them in the classroom on a regular basis. It is surprising how quickly children will pick up on new languages. Allow children regular access to art materials with which they  can paint, draw and colour different images that incorporate a range of skin tones. Children can talk about their images when they are finished. Provide toys or images familiar to an individual child so that a sense of belonging is fostered. Items that represent diversity will benefit all children in the ECEC setting. Display pictures of children and their families around the classroom. Pictures should be displayed at the children’s level, so that they can see the images whenever they wish. When the children look at such images, there is an opportunity for them to chat about similarities and differences. Provide a wide range of children’s books that show images of diverse people and their lives. Recent books are unlikely to have stereotypical roles seen in books from previous times. Many books will provide pictures of children from minority groups; children will be curious about pictures with other childr en in them. Pre-school regulations. Early childhood care and education services are regulated by legally binding requirements. These are the Pre-school Regulations, which first appeared in 1996 and have been updated with effect from January 2007. The main purpose of these regulations is to ensure that standards are in place to safeguard the health and welfare of children in pre-school services and to promote their development through the provision of developmentally and culturally appropriate materials, experiences, activities and interactions. The Child Care (Pre-School Services) (No 2) Regulations 2006 and the Child Care (Pre-School Services) (No 2) (Amendment) Regulations 2006 are made under Part VII of the Child Care Act 1991 and prescribe the measures which must be in place to meet the requirements of the Act. The Regulations include an Explanatory Guide to Requirements and Procedures for Notification and Inspection which offers guidance on good practice in relation to areas covered by the Regulations which include the following: Health, welfare and development of the child A person carrying on a pre-school service shall ensure that each child’s learning, development and well-being is facilitated within the daily life of the service through the provision of the appropriate opportunities, experiences, activities, interaction, materials and equipment, having regard  to the age and stage of development of the child and the child’s cultural context. First aid and medical assistance There should be a suitably equipped first-aid box for children and arrangements to call medical assistance in an emergency. Management and staffing The law makes provision that a person carrying out a pre-school service must ensure that a sufficient number of suitable and competent adults are working directly with the children at all times. (â€Å"Suitable and competent†adults are adults aged over 18 with adequate appropriate experience in caring for children under 6 years and/or who have appropriate qualifications to care for these children). There should be appropriate vetting of all staff, students and volunteers who have access to a child by obtaining references and Garda vetting. *When a full day care service also takes children not on a full day basis, sessional service adult numbers apply. Note: The above ratios may not apply if the service is participating in the Early Childhood Care and Education Scheme. The Child and Family Agency can limit the maximum number of pre-school children who may be catered for at the same time. This provision is aimed at preventing over-crowding in pre-school services. If the Child and Family Agency proposes to limit numbers, the provider will be notified and has the opportunity to appeal or make representations about this decision. Behaviour management Anyone providing a pre-school childcare service should ensure that no corporal punishment is inflicted on any child attending the service. There should be written policies and procedures to deal with and to manage a child’s challenging behaviour and to assist the child to manage his or her behaviour. Register of pre-school children A pre-school childcare provider should keep a register with details of each child attending the service including name, date of birth, contact numbers for parents and child’s doctors. Information for parents Parents should be given information about the service including details of the person in charge and other staff, the adult/child ratios, the maximum numbers and age range of the children, the type of care, facilities, opening hours and fees. Premises and facilities Pre-school services (including child-minders, drop-in centres, crà ¨ches, etc.) are obliged to ensure their standards meet certain standards and provide certain facilities. These rules include ensuring that: The premises are of sound and stable structure and are suitable for providing pre-school services Adequate space per child is provided in the premises Fixtures, premises and fittings are kept in a proper state of repair and in a clean and hygienic condition and protected from infestation Furniture, work and play surfaces are clean, suitable, non-toxic and retained in a proper state of repair. There are adequate and suitable facilities for a pre-school child to rest and to play indoors and outdoors during the day Pre-school childcare providers are required to ensure that the building has suitable and adequate heating, ventilation and lighting; sanitary accommodation, waste storage and disposal Safety measures Adequate arrangements must be in place for extinguishing fires. Staff must be trained in use of equipment. Staff and pre-school children should know evacuation and other procedures. All heat-emitting surfaces in the premises have fixed guards or are thermostatically controlled. Gardens and play areas are fenced and doors and gates secured to prevent children straying. Ponds, pits and other hazards are fenced to ensure children’s safety. Food and drink A pre-school service should ensure that suitable, sufficient, nutritious and varied food is available for a pre-school child attending the service and there should be adequate and suitable facilities for the storage, preparation, cooking and serving of food, and adequate and suitable eating utensils. Handwashing, wash-up and sterilising facilities should be provided. The Department of Health’s Food and Nutrition Guidelines for Pre-School Services (pdf) advise that children in day care for more than 5 hours per session (full day care) should be offered at least 2 snacks and 2 meals, including one hot meal. Insurance The provider should ensure that the pre-school children are adequately insured against injury while attending the service. ECEC Services Currently Available in Ireland. The types of ECEC services currently available in Ireland can be organised under these headings; Sessional services – which provide ECEC services for a set period of time during the day. E.g. 9am-1pm. Full time services- which provide ECEC services throughout the day. Part-time services – which provide ECEC services for a total of 3.5 hours and less than 5 hours a day. Sessional services include; Playgroups Montessori schools Naà ­onraà ­ Early start Pre-school for traveller children Pre-schools for children with special needs Parent and toddler groups Full-time services include; Creches Day care centres Nurseries Occupations within the childcare sector. Nursery nurses Playgroup leaders Educational/special needs assistants Childcare manager/supervisor Montessori teacher Child-minder Au pair Nanny Childcare manager. These practitioners ensure that the care and education of the children is being maintained at all times. They take care of any issues that arise and they are in direct contact with parents. They are responsible for the day-to-day running of the childcare facility. This role requires childcare qualifications as well as experience in the area. The role also requires excellent interpersonal and organisation skills and the ability to manage a team of employees. A career plan. Short term goals. My current short term goals are to complete this QQI level 5 childcare  course. I aim to get 8 distinctions so I can go onto third level after in September. I finish this course on the 8th of May. For the summer I hope to get a part-time job somewhere working with children. In September I hope to attend Cork Institute of Technology to study early year’s education. This course is a three year course with a level 7 degree. Between now and September I hope to gain loads of experience with working with children as I feel I learn better by gaining practical experience. Within the next few months, I also hope to have completed a first aid course as it is essential to be trained in first aid when working with children also it looks good on your curriculum vitae. Medium term goals. In September I hope to attend Cork Institute of Technology to begin studying Early year’s education which is a duration of three years and you qualify with a level 7 degree. As this course will take up a lot of my time, I won’t have enough time for a full time job. I will need to fund my way through college though, so every chance I get I will be working, be it baby sitting or working in a restaurant. I would certainly rather it be a job working with children as the more experience I get the better knowledge and understanding of the work in a childcare setting I will have. During these three years in college I hope to do a lot of charity work also, for child line, Barnardos and maybe even the Jack and Jill foundation, again all of this would be a great experience but also it would feel wonderful to be a part of trying to make disadvantaged children’s lives a bit better. Long term goals. Hopefully in 2018 I’ll b graduating from Cork Institute of Technology with my level 7 degree in early year’s education. When I have graduated and have my degree I hope to take a year out and go Au pairing in America, I’m very interested in it and I have done a lot of research on it but I think right now I am a bit too young and I will wait until I have got my degree and I’m that little bit older. My heart is set on Au pairing, I think it would be a fantastic experience and also it would look very good on my Curriculum Vitae. When I come back after my year Au pairing, I would love to do some work with special needs children, be it volunteer work or a Special needs  assistant in a school. So hopefully in five years, I will have that job as a S.N.A. If I don’t find a job to work with special needs I would gladly go and find work in a Montessori. From there on in roughly ten years I would love to have my own Montessori open and running and also be doi ng some volunteer work when I have the time. Challenges to achieving goals. Of course I would love to reach and achieve my goals but with these goals also comes a lot of challenges. For me to be able to move onto third level education in September, a lot of time and study has to go into my assignments and my exams. Trying to achieve distinctions in all modules will be the most challenging. With hard work and dedication I feel I will be able to achieve these goals. Time is a huge challenging factor in achieving some of these goals. As I’ve so much to do and very little time to get it all done. Before I complete this course I hope to have also completed a first aid course, but this will also be difficult as I will have many assignments to do along with study for exams. I will have to have all my assignments handed up on time but also put a lot of effort into them to try and achieve my distinctions. As I want to do a lot of volunteer work, time is also a challenge, as I have a lot of study to do and hopefully a job to be committed to, I really would love to do some volunteer work but again I’ll have to wait and see how I am doing with college and work. Money is also an issue with achieving these goals, as you know college is very expensive and I will be a full time student so it will be quite difficult to fund myself sufficiently. I will have to work twice as hard with every opportunity I get to earn money. I will have to look for a good job with good pay which is quite challenging and also be able to balance college and work will be difficult. For my long term goals, there definitely will be challenges I will meet along the way. A huge challenge will be money. If I want to do some extra course that I may not plan on doing now, it could add up to a lot of money, especially when my dream is to open and run my own Montessori. Even though this is a long term goal and is many years away, I will probably have to start saving for a rainy day which will hopefully end up going towards opening my own Montessori. Education and training needs. For me to become a fully Montessori teacher I need a level 7 qualification. This qualification will allow me to open up my own Montessori. With a level 6 degree it will only allow me to work in the Montessori and be a room leader. Education is essential for wanting to work in a Montessori or any childcare facility for that matter and also to be able to open and run your own care setting. A qualification is your number one priority you need for working in a childcare facility. Also Garda vetting is essential. Without your Garda vetting being cleared there will be no chance you will be allowed work in a childcare setting. There must be a staff member on the premises at all times who is qualified in first aid. So it is vital that when wanting to work in a childcare setting that you are somehow qualified in first aid and that you do a refreshers course every two years. In a lot of childcare settings there is a kitchen for cooking and preparing hot food for the children that are there for long days, so for working in a childcare setting it’s essential to have a H.A.C.C.P (hazard analysis critical control point) course done. This course makes you more aware of food hygiene in the setting and helps you prevent cross contamination and food disease in the childcare setting. Bibliography. American Presidency

Domestic policy encompasses a variety of policy issues which range from poverty, law enforcement, environmental protection, labor relations among other issues. However, in recent years, the focus in domestic policy has shifted to focusing on health care insurance, stem cell and AIDS research, prescription drug coverage, educational testing and accountability, drilling, logging, welfare reform, gay marriage, affirmative action, homeland security, transportation safety among other issues . Discussions over these issues are usually contentious since the members of the cabinet have control over how they are formulated and implemented.The cabinet was created in order to allow political constituencies considered important an institutional voice in running of the government affairs. The rise of important constituencies and issues necessitate the devotion to domestic policy by agencies. In this regard, the presidents in power have usually coordinated policy development using centralized mech anisms. History of domestic policy over various administrations. Many presidents have long felt that they had limited powers over the domestic policy.During the 1930s, Franklin Roosevelt had a desire to increase control over this policy and began examining the legislation which was being sent by agencies and departments to Congress. This was a process which was known as ‘central clearance' and it was aimed at strengthening the presidency. It achieved this purpose since after sometime, in addition to examining the proposed legislation; the president has the power to examine the executive orders, proposed testimony and enrolled bills. In 1939, there was the creation of the Executive Office of the President.There was also the creation of White House Office, and this ensured that the president had a cadre of personal staff at his disposal. President Truman increased involvement in development of policies, as well as the size of personal staff. Dwight Eisenhower doubled the staff p ortfolios including the White House Office for planning, atomic energy, and agriculture and airways modernization. President Kennedy joined the presidency and undid most of the formal structures that Dwight Eisenhower had developed, though he retained the White House policy development.Lyndon Johnson made sweeping policy changes in the domestic policy and expanded the domestic staff of the White House. He also institutionalized several task forces which consulted within and outside government to seek new ideas. President Richard Nixon transformed the Bureau of the Budget of Office of Management and Budget. This office was designed to help him in management the wider executive branches. New political appointees were installed and they had a higher rank than the career analysts of the agency.The next president, Gerald Ford, eliminated the Domestic Council and created the Economic Policy Board which was also staffed by personnel of the White House. Carter on the other hand sacked five cabinet secretaries, and this undermined the gains which had been made as far as centralized staff was concerned. Ronald Reagan increased control of central domestic budgeting and he defended this decision by explaining the need for urgent budget at the time. This led to an increase in control of the policy development.He also used the White House to create seven cabinet councils and their purpose was to ensure that heads of departments followed priorities of the White House. His model has been retained by subsequent presidents, though it has changed names severally. Under President Bush, it was known as the â€Å"Domestic Policy Council'. President Clinton on the other hand increased the National Economic Council and this was formed to handle issues which did not fit into DPC or NSC jurisdiction. The system was also retained by President Bush, and he increased the composition of the DPC staff to over twenty professionals.Power of President over domestic policy. Currently the Presi dent has limited powers over the domestic policy due to influence from Congress. However, the president can influence the domestic policy through two ways; appointments or reorganization. These ways can be used to gain influence over agencies which the presidency has no prior control over. The presidency can also to a certain extent influence the interpretation of law through directing the agencies on how to interpret bills which have been signed into law, by use of ‘signing statements'.In case legislation is silent or vague on certain matters, the presidency may use executive orders, presidential proclamations or memoranda to shape the implementation of the law. It may shape the law and direct it in a direction which may be different from the one the lawmakers contemplated. For instance, President Clinton used the presidential proclamation to develop a national monument in Utah, on two million acres of land. President Bush on the other hand set up a military tribunal for non- citizen terrorist suspects through an executive order in 2001.Another means which the presidency uses to control domestic policy is through the process of rule-making. The Office of Management and Budget plays the role of reviewing the regulations of the central clearing process. This office has also the power to review draft regulations, especially those which are not favorable to the society. In 1985, an executive order was issued to agencies, requiring them to forward an ‘anticipated regulatory actions' list which was to be reviewed by OMB. Interest groups and legislators grumbled, though Reagan and subsequent presidents have maintained these processes, some of which are stronger.Congress realized this loophole and established statutory power which delayed changing major rules by sixty days, in 1995. During that period, Congress also gave itself power to veto such decisions through joint resolution. In 2001, this veto was used against rules of ergonomics which the Occupatio nal Safety and Health Administration had issued. American Presidency control over foreign policy. The United States foreign policy guides the relationship which the United States has with other foreign nations.It is very influential mainly due to the reason that the United States has the largest economy and that it is the only superpower present . The aim of the US foreign policy is the creation of a prosperous, democratic and secure environment for Americans and the international community. It deals with export controls such as non-proliferation of nuclear hardware and technology, safeguarding US interests abroad, as well as fostering trade and economic relations with other countries. Many people are of the opinion that the American presidency has more control over foreign policy than domestic policy .This especially became clear after the September 11 terrorism attacks against the United States. However, there has been a long conflict between the President and Congress over the ri ght to formulate foreign policy. The main debate has centered on if congress and the Presidency are equal partners in formulation of the foreign policy, or if the Presidency is solely responsible for the formulation of the foreign policy. There is also a debate on whether Congress has the right to enact legislation which controls the flexibility of the Presidency.This struggle for control of foreign policy between Congress and the Presidency began during the world wars after countries began being interdependent. In 1920, Congress challenged the presidential treaty and began being assertive in running the foreign policy agenda. Some people are of the view that the intrusion of Congress in the running of the foreign policy has been disastrous and may have hindered a crucial US role, which may have averted World War Two . War powers. According to the US constitution, the President and Congress share power to declare war against other countries.However, many presidents have not involved Congress when ordering war against other countries which are considered to be enemies of the United States. President Thomas Jefferson dispatched US Naval ships to guard vessels against attacks by pirates without prior Congressional approval. The president later secured support from Congress, though he set a precedent which has been used by many subsequent presidents. Another example is President Nixon and Johnson who although had support from Congress, there was unanimous agreement among Congress that the actions in the Vietnam War had gone beyond those which had been given approval.In 1973, the passing of the War Powers Resolution Act was passed, and it required the president to seek approval from Congress whenever soldiers were about to be put in harm's way . It also stipulated that hostilities should be ended by the President within 60 days, unless war had been declared against another country by Congress, or if the 60 day condition had been extended by Congress. The third exce ption was if withdrawing soldiers after 60 days would cause harm to them. Non military foreign aid.Foreign assistance is a part of the US foreign policy and is under the international affairs budget of the State Department. Some of the components include economic assistance which supports security and political goals, bilateral development aid, multilateral economic contributions and humanitarian aid. In fact, the US is the largest aid donor internationally in absolute dollar terms. Domestic versus international powers. Currently, the United States Presidency has greater power in the international arena, as has been analyzed in the domestic policy and foreign policy above.Due to the resistance by Congress on control over the domestic policy by the Presidency, this marked the beginning of curtailing the President's powers as far as domestic policy control is concerned. It has also been discussed that in 1995, Congress gave itself statutory powers to delay implementation or even rever se unfavorable policies and laws which are imposed by the Presidency. On the other hand, it has been discussed that the US foreign policy was also meant to be controlled by the Presidency and Congress on an equal basis .The opposition to unpopular presidential policies began as early as 1920. However, President Thomas Jefferson set a precedent when he overlooked the mandate of Congress as far as foreign policy formulation is involved. This precedent was followed by many subsequent presidents, as has been discussed in the paper. Other presidents sought the approval of Congress before implementing foreign policy, but once they got this approval, they went beyond the boundaries of the mandate that they had been given. This undermined the role of Congress as far as foreign policy was involved.Currently, it is clear that the Presidency has more control over the foreign policy than over the domestic policy. The domestic policy can only be influenced through appointments and reorganization . This is a very limited form of control over Congress. However, in the foreign policy control, the Presidency can impose policies which go over the mandate of Congress. This illustrates that the American Presidency has more control in foreign policy affairs as opposed to the domestic policy. Arguments against greater international power by US presidents.Some people are of the view that the US presidency should have limited powers as far as foreign policy or international power is involved. One of the main reasons for supporting this argument originates from the track record of previous presidents as far as international power is involved. Many of the previous presidents including Gerald Ford, John Kennedy, Jimmy Carter, George Bush and Ronald Reagan have been accused by many political experts of pursuing American interests as far as capitalist tendencies are involved, and ignoring domestic issues including real democracy and human rights.For instance, President Bush has been accuse d of exploiting international power and waging the war against Iraq, which has cost billions of dollars, yet many people in America do not have access to basic services . The time required to replicate directory data between domain controllers is known as the replication latency. Replication latency can vary depending on the number of domain controllers, the number of sites, the available bandwidth between sites, replication frequency, and more. Active Directory automatically builds the most efficient intersite replication topology using information you provide through Active Directory Sites and Services about your site connections. The directory stores this information as site link objects. One domain controller per site is assigned to build the topology; this is called the intersite topology generator. The intersite replication topology is updated regularly to respond to any changes that occur in the network. You can control intersite replication through the information you provide when you create your site links. By monitoring replication regularly you will be able to determine the normal replication latency on your network. With that information, you can easily determine if a problem is occurring. You can also manually force the replication by  running repadmin /syncall /AdeP or use AD sites and services console. You can adjust the frequency to match with your specific needs. Be aware that increasing this frequency increases the amount of bandwidth used by replication. Gaddaf i was born to nomadic parents, the son of a Bedouin herdsman, and dropped out of college to join the army; despite his humble beginnings, he had been able to maintain absolute dictatorship over his country for the past four decades (Al Jazeera, 2011; Elgood of Reuters, 2011). World Wide Web and Business Community Essay The World Wide Web (abbreviated as WWW or W3, commonly known as the Web), is a system of interlinked hypertext documents accessed via the Internet. With a web browser, one can view web pages that may contain text, images, videos, and other multimedia, and navigate between them via hyperlinks. Using concepts from his earlier hypertext systems like ENQUIRE, British engineer, computer scientist and at that time employee of CERN, Sir Tim Berners-Lee, now Director of the World Wide Web Consortium (W3C), wrote a proposal in March 1989 for what would eventually become the World Wide Web. At CERN, a European research organisation near Geneva situated on Swiss and French soil, Berners-Lee and Belgian computer scientist Robert Cailliau proposed in 1990 to use hypertext to link and access information of various kinds as a web of nodes in which the user can browse at will, and they publicly introduced the project in December of the same year. The terms Internet and World Wide Web are often used in everyday speech without much distinction. However, the Internet and the World Wide Web are not one and the same. Higher the RAM, faster is the connectivity. * Modem with 56 KBP data transmission speed * Windows interface like windows98, windows2000, windows XP etc. * CD ROM drive. * High storage hard disk 80 GB or more. * Telephone connection * TCP/IP internet account from internet service provider * Antivirus program to scan the viruses, which may come into your computer while downloading software or data from internet. Baud Baud is the unit of measuring speed of data transmission. It is measured in bits per second the higher the baud rates the more data the device can transmit per second. The amount of data that can be transferred in a single pulse/symbol will depend on the type of data transmission system being used. Bandwidth Bandwidth is the information carrying capacity of a communication channel. The channel may be analog or digital. In electronic communication, bandwidth is the width of the range of frequencies that an electronic signal uses on a given transmission medium. In this usage, bandwidth is expressed in terms of the difference between the highest frequency signal component and the lowest frequency signal component. Since the frequency of a signal is measured in hertz, a given bandwidth is the difference in hertz between the highest frequencies the signal uses lowest frequency it uses. A typical voice signal has a bandwidth of approximately three kilohertz; an analog television broadcast video signal has a bandwidth of six megahertz – some 2,000 times as wide as the voice signal. Data Transfer Rate The data transfer rate is commonly used to measure how fast data is transferred from one location to another it is the amount of digital data that is moved from one place to another in a given time. The data transfer rate can be viewed as the speed of travel of a given amount of data from one place to another. In general, the greater the bandwidth of a given path, the higher the data transfer rate. In telecommunication, data transfers in bit are usually measured per second. Measuring data transfer rate Bits are typically used in data transfer rates and bytes are used to indicate storage space. A lowercase b is used to signify bits and uppercase B is used to represent bytes. Data transfer rates on computer networks are measured in bits per second or bytes per second, with a byte equalling 8 bits. Megabits per second is written as Mbps and gigabytes per second is denoted as GBps. An Ethernet local area network (LAN) can feature data transfer rates of 10 Mbps, while some internet server boast data transfer rates measuring in GBps. Web Service A Web service is a method of communication between two electronic devices over the World Wide Web. It has an interface described in a machine-process able format (specifically Web Services Description Language, known by the acronym WSDL). How Do You Begin To Count Your Blessings Religion Essay We embellish fear, many times covering it up, making it look like something else, so that we dont have to deal with it head on. By giving it a different cover, we can pass over it more readily and not see how it is camouflaged. Fear retains a darkness that we dont want to deal with, a place that we dont want to go, a dwelling that is undeniably uncomfortable. In the light we can speak our truth, in the darkness we can hide not wanting to venture out. The light has all healing powers, but why do we fear it so? Is it that we dont want to face ourselves, face our faults, and look ourselves in the eye? There is no issue in hiding fault, but the issues lie in opening up and facing the truth. So, we may be afraid of the ensuing circumstances, the possibility of rejection of removal or being shunned by family, friends, and society in general. But what comes of that, other than for us to slip back into the shadowy darkness. To suffer, to wallow in self pity, to yearn for a better life. Fear can grip us to the point of unmoveability, to the point of depression, to a feeling of cold and loneliness. We do not have to choose the route of others to be a part of the national alliance. We walk in shadows of other and that is ok as long as it is in the shadows of those who have gone before us and made an impact. But we do not need to walk in the shadow of those who are among us. We need to be strong, become front runners of an age of deliverance, an age that will bind those of us who are of the light. The more light that is spread, the smaller the darkness becomes until it is over powered overtaken. Light heals, darkness deceives. We have the ability to move forward, united, unified in the same thought and power to heal, to create the universe for all mankind to live in, peacefully and without fear of penetration by the dark forces. Our leadership will be from one of the light. But the masses will respond to a momentum created by the forces of light that will move us forward into a new millennium. We are the future of this earth, the keepers of the new way. We will be the teachers for those who do not believe, who have misgivings, who possess fear. Ones ability to see through the darkness, towards the light at the end of the tunnel, will encompass redemption in all of our souls. The masses will move forward, one by one, and then by groups until the flow will excel into a voluminous overthrow of the bitterness and evil of the existing mankind. We will manifest a lifetime of hope and inspiration, pushing back and pushing down, trampling on the darkness of possession, of grief, of solitude of depressiveness. We will embark on a journey to enlighten our souls, to truly understand what it is like to feel the power of love and acceptance. For those who have never felt this before, it will be all consuming, washing over you like a spiritual wind, caressing and subsiding your fears. Be willing to go to the levels it will take to bring forth and expedite this happening. Believe in the goal, believe in yourself. Believe in unity and perseverance. The sins will be washed clear when faith is put into the light. Past transgressions will be forgiven , debts will be paid, understanding will flow inward and truth will be spoken. Love will saturate the world, all will be as one and one will be all. There will no longer be an ongoing for we will live in the preset, in the presence of all that is good, all that is one, all that is beautiful in the light. Know that it may appear difficult at first, because you are unsure, because you are leery. Time and the past darkness have darkened your soul and your thoughts and beliefs. Change will not happen overnight, but just know that it will happen. Just be open to the possibility that life can and will be wonderful. We will remember our purpose, or intention and what we were set on this earth to achieve. The window will be opened and the brilliance will flow into our hearts. We will see the new world as it should be, not as it is. Once we accept our journey and our purpose, we will move forward with remarkable speed to achieve our oneness with the light. We will defy all odds, all obstacles in our path to rise above and blend with those of the same passion. What we create now will be passed on to generations to come. Our children will see the changes and become a part of the new family. Our grandchildren will be born of the light and with these gifts already instilled within them. They will be the children of the new age. The earth will respond, growing and developing more jubilantly and not whiter away. It will balance itself out and discontinue the purging to cleanse itself. We may not understand initially, but our journey is only beginning and it is going to be a wonderful journey. Keep an open mind and allow the new earths creation to seep into your awareness, becoming one with your soul. Go out into the world, into the jobs and the workplace into schools, government and every path of life and harvest the good, the tranquility and peacefulness that we know is ours for the taking. Vanquish the hostility, the inadequacies, the turmoil and look beyond the engrained believes we have been taught to live by. Qualify each person we encounter to be one of the light by your attitude toward them. Smile, share, bless, remove the hate, and rejoice in the light, which you are. Begin with yourself and remove the old self and replace it with the new improved you. When the stresses of the day begin to weight upon your body, inhale deeply and breathe in the light, the quiet, and the calm and become centered. Expel the stress, the negative thoughts, the irrational behaviors, those things that you cannot control. Send love and blessings to those who are the creators of your stress. Look around your surrounds and wish away any negative distractions or events that are occurring. Replace them with good thoughts and feelings of compassion and love. Dispel the resentments and quick response to point out the negativism. Quiet the multitudes by simply sharing the love and the happy thoughts. Believe and know that you are capable of making change happen by your own individual actions and through the words that you speak. Others will become aware and inspired by what they see and hear. This will not happened overnight but through a passage of time and endurance and faith. Like a chain reaction, it will move forward, spiraling outward through each and every person you encounter. Plant the seed of inspiration with everyone you encounter. Show by example. Look within first, the rest will come. The ability to move forward depends on the individuals intent, what they are willing to put forth, what they will do to guarantee their individual benefit from it all. Trust is highly essential to promote this well being and expansion. Reality in each individuals mind transcends all the fear that is stored there. Reality is what ones perception is of the world that we have grown accustomed to, not what is real in a spiritual sense. Adaptation is necessary to transcend the injustices imposed upon us from youth. Our reality is what we have grown accustomed to, what was beat into our minds and bodies throughout a lifetime, regardless of how short or long that life span is. We forgot who we were from the onset, who we were meant to be, who we were sent to be, and what our mission was and is. Our reality shields us from the darkness that we perceive to be there, but does not really exist. We need to quantify and qualify all our beliefs, right or wrong, to equate to one of the light, one o f the true being, one of the true self. History has taught us to be deceptive, to lie, and to cheat in order to get what we need. The reality is truth, seeking the answers that we know are out there, that will make us better individuals, true to ourselves, more than we have ever been. Perception is everything.. What we perceive is hidden in the darkness can only come to light with the reality of learning about the light and its meanings. The hidden secrets of the darkness only shields us from the truth of our own selves, of our own victimization of others, what is hidden, what is intrusive, what is not self supporting. Our goal is to reach into the darkness, draw forth the light that is hidden within, bring it to the surface and ignite it into the reality of truth and awareness. Being one with yourself and others is imperative to truth and reality. Awkward as it may seem, the shift will occur, the light will shine through, the reason and reality will surface, broadening into the daylight and sunlight, advancing forward in retribution of the ills of the past. We cannot continue to be evasive, hindering our progress, We cannot continue to breath stagnant air, living in the cesspool of a stagnant, non progressive lifestyle that we have all grown accustomed to over time. Reality is light, reality is freedom, and reality is the source of true spiritualism within the hearts of all. We cannot continue to be abolished and reprimanded for our faith and beliefs in the one true source. Indignation and self righteousness holds no place in the one who carries the spiritual light from within We atone for our sins as we grow spiritually and with love. The divine presence of God, our light source, our divination, whatever classification we give it, it is the soul of our existence. Matthew once said, it is I who has seen the light, it is I who have sinned and regressed. I come now with full heart and atonement to register my sins and my wrongdoing ,to face a new light, a new chapter in my book of transgressions. What we may believe and perceive as darkness, holds the light from shining through. We must breaks the shackles that hold us close the darkness and not freeing us or allowing us to break into the light of salvation. Forward we must go moving steadfast into a place of redemption.. Forward we must move into a place of no resentment, of no remorse, moving forward wit h love and light. Our blessings come from those who guide us from afar and within our guides or angels or believe that there is a better and more prosperous life waiting for us after we complete our journey on this earth. We consider moving forward and through each chapter of our progression as our time hear on this earth, this planet, this movement in our time span of evolvement. Christ is our savior we are thought to believe and honor. He came by example to show and lead the way. Mother sees and guides us through our times of treachery and tribulation, keeping our reality in check, causing us not to waiver in our times of questioning and despair. Matthew is my guide and shows me the true meaning of my existence. Be aware of the surroundings you live in, eliminate that which does not serve you anymore, physically, mentally and emotionally. Carry forth the blessings that have been bestowed upon you and ease outward and give from within. See the source of the light as it really is, w hat its stands for, what it means and brings to your life. Be real, be yourself, do not allow others to stain of mar what your mission and goals is in this life. Seek answers from within. Go to source of the matter he heart of things. Understanding will come with time, healing will come with the passage and removal of that which no longer works for your own good. Break free, break free from the limiting thoughts and negative cycle that you have been caught up on. Move forward, knowingly and hesitantly, but confidently for God and the source of all that is will be with you, leading the way, holding your hand and guiding you each step of the way. Do not fear that you will falter, for all of us are here to catch you if you strip and fall. Take us by the hand, walk with us, share with us, love with us. The darkness is but a house of fears holding us back, making us question of purpose and our existence. We are our own reality, the reality that we make for our life. The darkness is only necessary to the extent that it is a comfort zone, a place to be peaceful and restful. There is no fear in the darkness, only ones that we put there. There is comfort in the darkness only as you allow the light to penetrate add remove the insecurities that are stored there. Be fully aware that no one of the light can ever be harmful or prove malicious to you. The light is all good,, all sacred and all loving. The darkness should only be a period of restfulness where we can close our eyes and remove the stresses of the day and allow our insecurities and fears to diminish in to melt away to dissolve. In this context higher education is utmost important. And also investment in education is a long term investment. As a prime organization in the world UNESCO recognized education as the most important single factor for a countrys development. More importantly when we consider about the national interest of the country high education has close bearing on it obviously. AIM 2. The aim of this paper is to examine the implications of emerging private universities in Sri Lanka in order to identify reachable solutions for not to get effect the existing system. PRESENT SITUATION OF THE ISSUE 3. The establishment of private universities was a topic in Sri Lankan media for the last few years. There were attempt being taken during last two decade but due to the influences raised by the different societies and public indicating that it could have serious implications for social stability they were hindered times to time. Even though at the mid of last year there are around 78 private institutions which offer degree courses were operating without direct link to higher education ministry. But today it has increased and set up being arranged to open up private medical colleges which produce doctors also. 4. The issue was again highlighted due to the reason that few of them were emerge recently. Among those most sensitive issue was opening of private medical colleges make huge cry in the recent past in the country. Due to that there were series of protest launched by under graduates with country wide awareness program followed by few of demonstrations. Beside it became a storm centre in the politics in this country. 5. As the ministry of higher education recently reviled, there are around seventy three private institutes have established in the country. Some of them have commenced degree courses. Even though these institutes had no direct link to the higher education ministry they prepare students for the degrees offered by foreign universities with having their registration at the Board of investment .They have registered as private companies. Although ministry is still preparing legal drafts and standers for the establishment of branches of foreign universities in Sri Lanka .According to their sources there are eight private university institutes which have been given recondition under section of 25 A of the universities Act to awards some selected degree program . Specially about the recent emerge private medical collages they maintain on par with provisions of Regulation for the Medical Education (Minimum Standers) Regulation No. 1 of 2008 of the ministry of Health by extraordinary Gazette Notification No. 1590/ 13 dated 23 February 2009 and the WHO/ WFME guide lines on accreditation in basic medical education. 6. Its significant that the existing system for the higher education in the country is pacing number of serious problems .Over the decades issues are getting more complex where at this point which cannot amendable to simple solution. Due to quantitative and qualitative limitations the nature of this mater becoming worst to national interest also. THE EXISTING UNIVERSITY SYSTEM IN SRI LANKA 7. The university system in Sri Lanka operates within the framework laid down in the Universities Act No. 16 of 1978. The selection of students for admission to undergraduate courses in the universities is a task assigned to the University Grants Commission (UGC) under the said Act. The UGC carries out this task in consultation with the Universities, Campuses, and Institutes. The UGC selects students for admission to undergraduate courses. Following Higher Educational Institutes have setup under the Universities Act and the name of these are attached at annex A. a. National Universities 14 b. Campuses 03. c. Institutes 05 ADMISSIONS POLICY 8. Admission of students to universities in Sri Lanka is being done on the basis of an admission policy laid down by the UGC with the concurrence of the government. Policy for selection of students for admission to universities is based on the rank order on average Z scores obtained by candidates at the particular G.C.E. (A/L) Examination. Z scores are released to candidates by the Commissioner General of Examinations. MINIMUM REQUIREMENTS FOR ADMISSION 9. Candidates who are pronounced eligible by the Commissioner General of Examinations should have to obtained; a. At least S grades; in all three approved subjects. b. A minimum mark of 30% for the common general paper. 10. With all of above, the challenges face by some of our public universities are enormous. Few of them are shortage of qualified academic staff, lack of facilities for students, lack of training programs for academic staffs, problems of salaries increment, students clashes, struggle with politicians are some of these challenges. DO THE COUNTRY HAS A REAL REQUIREMENT TO ESTABLISHING PRIVATE UNIVERSITIES 11. What I see in this issue the significant factor is quantitative limitation. Admission to universities is extremely competitive. Prevailing state- run universities are not in a position to accommodate the number of students who get qualified annually. And also the government could not able to find out a solution overnight to expand or open new universities in the country. When we consider about statistics in year 2009, there were 250000 students who sat for G.C.E. Advance level examination and 130,000 were qualified for university entry. Out of 130,000 students only 21,547 students were selected into the state universities. This will ended up with most of the capable and intelligent students from both urban and village areas are deprived of their higher education by denying entry to universities. Hence these valuable resources will become underutilized resources even though have the talents and willingness, this unfortunate system have denied their opportunity of getting flourish. Apart from that following reasons can be identified as some of reasons for need of private universities. a. Lack of Doctors. It is significant that lack of doctors is a burning issue to the country .Ratio wise, when compared to the population, the number of doctors in this country is very low. It is about 60 doctors per each 100000 people, where country like Italy having 590 doctors for the same. The state sector could annually produce only 1600 doctors. There for Sri Lanka needs private medical colleges since the state-runs medical universities alone can not meet the demand for doctors. b. Loss of foreign exchange. To day competitive worlds job market demanding professionals and skilled workers. Rather sending unskilled ordinary workers we can earn quit considerable higher amount of foreign exchange to the country. Same way today considerable amount of students from middle class and above are going abroad spending thousands of dollars to do their higher studies. In future it could increase many more due to the emergence of international schools in the country. Even with lot of difficulties parents wont decide to stop loving childrens education half way. Then it will boost up spending of foreign exchange. c. Providing services for world job market. Increasing opportunities to develop human resources in a country like Sri Lanka is much important to achieve economic and social development. Because country like ours could not gain sustainable industrial development in a short term process. d. Competition. According to the capitalist theory and the competition it will enhances the quality of goods and services to stand against the competition. It also can recognize as a factor to be considered. RELATED ORGANIZATIONS VIEWS ON THE ISSUE 12. When we consider about the views of related authorities, some of them are opposing private universities due to varies reasons .Few of those organizations views are listed as follows. a. Ministry of Higher Education. Higher educational ministry recently reviled that, there around seventy three private institutes which offered degree courses. These institutes had no direct link with higher education ministry. b. University Grants Commission (UGC ). The Chairman of UGC has reviled that these private universities and medical colleges would not come under the purview of the UGC. The institutions would be established as Board f Investment projects. There is still no system to monitor them. c. Government Medical Officers Association (GMOA). Assistant Secretary of the GOMA has said that, the GMOA has not taken any decision so far on the issue of establishing private medical schools in the country. d. All Ceylon Government Medical Officers Association (ACGMOA). President of ACGMOA has said that they are totally against the private medical college project as it could lead to create substandard medical professionals. They are claming that, it would open opportunities for those who unqualified to the medical sector. Further they are in a opinion that any person who just gets thought the advance level exam in Bio Science stream could become a doctor if he or she has got the money and no one to assure their knowledge and skills? e. Inter University Student Federation (IUSF). Convener of the (IUSF) has opposed due to reason that free education is been privatized with the blessing of the government. They are with the opinion that, the plan to set up private universities is a severe threat to the free education system. DEMERITS OF PRIVATE UNIVERSITIES 13. When we consider about private university concept for higher education sector with out proper planning and consideration it could cause multi dimensional effects to the countrys education system. Even though it carries number of positive effects less negative effects could cause entire system ineffective and change. When I study about this mater in an unbiased stance following demerits were identified. a. When we consider about the population distribution in the country, it has reviled by a recent concession out of 20 million of population more than 17 million population consist with rural areas. Out of that about 13 million people counted to rural poor community. With that we could derived that, most of university students are coming from rural areas and from poor families. Since the independence Sri Lanka has been providing free education at least without charging tuitions fees for university education. With the blessing of that they have benefited to access the knowledge with out any of social disparity. Establishment of private universities will lead state university staff being designated to private universities where they will be paid higher salaries. It is a one of significant issue at present among the enormous problems of state universities having and it could directly effect to destruction of state universities. Then above mentioned major group will come across an unfortu nate situation. b. With the establishment of private universities in the country it will lead to a competition between state runs universities. If the private sector will become stronger and ahead of state universities it could lead to a draw back. As usual vulnerability of getting affected is higher than grooming up. Apart from that I have identified following questions and the possible answers could stand as demerit to the issue. c. These proposed universities will be profit making institutions and if they do not make profit then what will happen? d. If the ministry of higher education dont have viable concern with these institution, who will ensure the credibility of these organizations? e. When it formulate comprehensive legal frame work? g. Who will monitor the quality of these degrees? what recognition will it gain in future? h. With introduction of private universities, will Sri Lanka may experience some western cultural influence in students university life? SUMMERY 14. Today high education is a paramount important factor to consider by any country on its perception. It will decide the future perspectives in order to pace many of challenges. Since today we are in a knowledge base economy, national level close concern is much needed to ensure effective functioning in this sector. 15. When we consider about introducing of private universities to higher education system is a very sensitive mater which has multi dimensional results to the country .It should require careful planning in national level. Any rush job that does not consider quality, viability and sustainability of new private universities is condemned to failure. It will simply discredit the private university system as a whole and vindicate those who are opposed to private universities. Above all, the community too will lose a valuable opportunity to enhance its higher education opportunities. 16. All higher educational institutions should function under the preview of the state and monitored by its agencies. This is more important due to the reason that it has close bearing to the national interest of the country. Beside the provision of higher education facilities has a close relevance to social equity issues. In that university system of a country plays a vital role to produce well educated resource personal to the country. 17. While the opportunity provided by the free education system should be acknowledged with gratitude it is now quite obvious that State universities alone cannot guarantee every qualified students right to a university education. Therefore establishing of private universities will increase the opportunities for higher education. RECOMMENDATIONS 18. Based on my study and findings it could give following Recommendations to overcome de merits and develop our higher education system: a. Set up an independent commission to study and examine the entire system of higher education in Sri Lanka. The importance of having such an authority is to makes the entire approval and continuous surveillance process free from politics. b. The government would need to bring these private universities under its purview and supervision to ensure that they impart a quality education. This responsibility state should have to bear up. More importantly, Sri Lankan policy makers on education should study about how other countries handle the private universities. c. University system has to be extremely separated with political influences. Who ever promote such allies strict actions has to be taken. As I mentioned above who ever recognized body should given due authority and responsibility sent out those student who misbehave from the universities. The university sector has to be functions with fewer or no disturbances. d. More importantly, Sri Lankan policy makers on education should study about how other countries handle the private universities and how evaluate the possibilities of making this private entrepreneurship fruitful in this sector. e. The government would need to bring these private universities under its purview and supervision to ensure that they impart a quality education. This responsibility state should have to bear up. f. Actions should be taken to enhance the capacity of UGC if it is charged with the task of assuring quality, overseeing financial viability and continuous surveillance of the private universities to be set up under the new system. g. Introducing English medium at universities is timely needed policy at this age of globalization and information revolution. But it has to be done in a gradual process. then it will make more easy to access to the knowledge. On the other hand it will make state universities on par with private universities with out making gap. h. Actions should be taken to enhance the capacity of UGC if it is charged with the task of assuring quality, overseeing financial viability and continuous surveillance of the private universities to be set up under the new system. i. One of important qualitative limitations is assurance of quality and recognition of degree program to be on par with those offered with reputed international universities. Due interest should taken by the authorities to find out these private universitys links, collation and affiliation with foreign universities. GN EDINADURA CR Major Annex: A.
